Similar to last year, a series of bills relating to statewide mattress recycling programs have been introduced in Massachusetts. First, HD 3462 and SD 2108 are mirror bills that would create a statewide program, but which varies in several ways from the MRC model that has been in place in neighboring Connecticut and Rhode Island for several years, including additional funding to social organizations.  Separately, HD 2607 is the updated ISPA model bill.  The bill reflects negotiations that have taken place over several years and is largely similar to the Oregon mattress recycling legislation enacted last year.

The mattress landfill ban, which went into effect in Massachusetts in November 2022, increases the urgency to pass legislation this session, as municipalities seek to find ways to discard mattresses in compliance with the regulation.  ISPA looks forward to engaging with municipal leaders, legislators and other stakeholders to push the appropriate legislation through enactment.
