To encourage more textile recycling in California, SB 707, introduced earlier this year, would create an extended producer responsibility recycling program for apparel, textiles, and textile articles, which includes bedding.  SB 707 calls for manufacturers of these products to fund the new textile recycling program.

ISPA is working with the bill’s proponents to exclude mattresses from the scope of SB 707 because mattresses (including their fiber and textile components) are already managed through the Mattress Recycling Council’s (MRC) recycling program, and it would be counterproductive for both MRC and another recycling organization to have responsibility for recycling mattress textiles.

The California Senate’s Environmental Quality Committee, which has jurisdiction over SB 707, announced last week that it will hold a hearing on the bill on March 29, 2023.
