MA H. 4810, which would require the mattress industry to establish a statewide mattress recycling program, failed to advance from the House Ways and Means Committee before the formal legislative session adjourned on July 31st. This bill replaced 3 competing bills, one of which (H.881) ISPA supported and the other two (H.916/S.513) we opposed. The amended bill would establish a consumer-funded mattress recycling program in Massachusetts, which ISPA supports. However, ISPA still has concerns with how this legislation is currently drafted and is working with legislators to seek further amendments.

The Massachusetts Legislature is now in informal session for the rest of the year. During informal session, legislation generally must pass unanimously, and one lawmaker’s objection usually can block a bill from advancing. While unlikely, this bill could still advance in 2024.
