Pennsylvania Bill Seeks to Allow Recycled Content in Mattresses
Currently, Pennsylvania Law prohibits the use of used materials in mattresses that are labeled as new. Staff from the Pennsylvania House Labor and Industry Committee contacted ISPA for its input on PA HB 2322, which seeks to amend Pennsylvania’s Bedding and Upholstery Law to allow for recycled materials to be used in mattresses. Pennsylvania recently enacted similar legislation to allow for the use of recycled and reclaimed materials in stuffed toys, which was supported by the Toy Association.
Although HB 2322 would allow for mattresses to be made from recycled materials, the resulting mattress must still be labeled as “used,” which most mattress purchasers avoid. The staff informed us that that the bill’s author is not pushing for the bill’s enactment in 2024 and is prepared to collaborate with ISPA and other interested trade associations on this legislation. ISPA is evaluating the next steps.
