October 1 EPR Producer Registration Compliance Deadline in Colorado
Do you sell packaged products under your brand name in Colorado? Then your company likely has a legal obligation to register with Circular Action Alliance (CAA), a nonprofit Producer Responsibility Organization (PRO) dedicated to implementing extended producer responsibility (EPR) laws for paper and packaging across the United States. Producers are required by rule to register with CAA by October 1, 2024. Those who do not meet this deadline may be subject to state enforcement actions.
Registration is quick and can be amended without penalty at a later date if you determine you are not an obligated producer. You may choose to register in Colorado only at this time, or to register in all states where CAA is operating as the PRO (CA, CO, OR) to ensure you receive information on upcoming obligations and resources to support compliance in each state. ISPA encourages members to consult with legal counsel to determine exactly what your obligations are in each state. In general, companies that sell packaged products under their brand names are obligated producers.

CAA has provided the following resources to help producers navigate the registration process and upcoming obligations under state paper and packaging EPR Laws:
- A Producer Onboarding webinar, offered weekly. The webinar includes an overview of CAA and the EPR laws and a Q&A session. You can also find a link to a recording of the webinar here.
- Monthly Producer Working Group meetings for the latest updates on state EPR programs and reviews of upcoming requirements.
