Governor Healy Signs Bill Containing Mattress EPR Study in Massachusetts
Massachusetts Governor Maura Healy signed a compromise energy bill (MA S 2967) that contains a provision to create a special legislative commission to recommend extended producer responsibility (EPR) policies to the state legislature. As ISPA previously reported, the commission must recommend detailed EPR programs and strategies by January 15, 2026, for “product and packaging categories including, but not limited to, paint, mattresses, electronics, lithium-ion batteries, plastics and other packaging.” ISPA will participate in the four public meetings the commission is required to host and submit public comments when the list of EPR policy recommendations is published.
While the commission’s activities are underway, ISPA plans to support model mattress recycling legislation during the 2025 Massachusetts legislative session.
