In Minnesota, proposed legislation (MN SF 1980//MN HF 1624) would require mattress producers to add a recycling assessment of $5 to each mattress and box spring sold to retailers and remit the fees to the Minnesota Pollution Control Agency (MPCA). Retailers would also be required to collect a $5 recycling assessment on each mattress and box spring sold and remit those funds to the MPCA. 

So, it appears that the fee will be $10 per mattress and $10 per box spring, split between the producer and retailer. The money collected would be remitted to a mattress recycling account managed by the Agency to make grants to local governments to expand and support mattress recycling programs in Minnesota.
