Packaging EPR Reporting Deadlines Approaching in Minnesota and Colorado
In 2024, Minnesota became the 5th state to enact paper and packaging extended producer responsibility (EPR) legislation in the United States. To comply with this law, producers must register with Circular Action Alliance (CAA) by July 1, 2025, and sign the Minnesota Interim State Addendum as it becomes available. CAA is the producer responsibility organization approved by the Minnesota Pollution Control Agency (MPCA) to operate the paper and packaging EPR program in Minnesota, among other states. In general, companies that sell packaged products under their brand names are obliged to register with CAA and pay producer fees to fund this program.
In Colorado, producers must submit their supply reports to the Producer Portal by July 31, 2025, to ensure active participation in the program and maintain compliance with the state’s law. This data will help CAA accurately set fees needed to implement the statewide paper and packaging EPR program in Colorado.
