Minnesota Textile, Carpet, and Mattress EPR Bill Introduced
In Minnesota, a bill (MN HF 3713) was introduced to require textile, mattress, and carpet producers to establish and finance a unified statewide system for collecting and managing these covered products. ISPA strongly opposes this legislation as it is inappropriate and ineffective to compel multiple dissimilar product categories into a single extended producer responsibility (EPR) system.
A one-size-fits-all approach to EPR will not support the development of a successful program for discarded mattresses. The EPR system outlined in HF 3713 most closely resembles textile EPR legislation and fails to consider the characteristics of the other distinct product categories included as “covered products.” Bulky mattresses require different convenience standards, performance goals, and program structure to address the specific challenges associated with managing discarded mattresses and the realities of the mattress retail market.
ISPA prefers standalone mattress EPR legislation that builds on the Mattress Recycling Council’s ten years of operational experience. ISPA is working to understand what led to the introduction of HF 3713 in Minnesota and will work to defeat HF 3713.
