In Virginia, an ISPA-supported mattress recycling bill (VA HB 86) passed a floor vote of the full Virginia House of Delegates 67–30. This week, HB 86 was heard before the Senate Agriculture, Conservation, and Natural Resources Committee, which voted (9 Y-5 N) to report and refer HB 86 to the Senate Finance and Appropriations Committee. ISPA attended the hearing in-person to testify in support. 

For HB 86 to make it to Governor Spanberger’s desk for her consideration, it must clear a vote in the Senate Finance and Appropriations Committee and a floor vote in the Virginia State Senate. Virginia’s legislative session concludes on March 14, 2026. ISPA will keep its members up to date on any significant developments related to this legislation.
