Unfortunately, Virginia Governor Abigail Spanberger vetoed VA HB 86, which would have established a statewide mattress recycling program. The reasons cited for the veto centered around political pressure the Governor is facing to improve both affordability and bipartisanship in the Commonwealth. ISPA strongly supported this legislation and collaborated with a wide group of stakeholders, including the Virginia Department of Environmental Quality (DEQ), members in VA, industry partners, waste haulers, and environmental NGOs, to draft the language.  

While this news is disappointing after years of work and negotiations, the Governor’s office has stated that they are not opposed to the idea or program but were hesitant to sign the bill during her first term in office. ISPA looks forward to continued collaboration with Virginia stakeholders and the Governor’s office to hopefully enact this bill during the 2027 legislative session.
