ISPA Submits Coalition Letter in Opposition to Flawed New York EPR Legislation
As ISPA has previously reported, critically flawed mattress recycling legislation is advancing in New York State. NY A.1209A and NY S.1463A diverge significantly from the legislative framework that has enabled the Mattress Recycling Council (MRC) to operate effectively in its four existing program states.
In recent years, New York State Legislators have applied a templated, one-size-fits-all approach to extended producer responsibility (EPR) legislation introduced in the state legislature. These flawed proposals treat each product category the same and apply arbitrary collection, convenience, and recycling rate goals to disparate product categories. From EPR bills for tires to gas cylinders to household appliances to mattresses, each proposal looks nearly identical.
To amplify these concerns, ISPA submitted this coalition letter, signed by other trade associations encountering similar legislative roadblocks in Albany.
