ISPA submitted written comments to the U.S. Customs and Border Protection (CBP) on implementing regulations for the preferential tariff treatment and related customs provisions of the Agreement Between the United States of America, the United Mexican States, and Canada (“USMCA”). ISPA’s comments discuss the customs-related USMCA provisions governing the special provisions applicable to certain textile and apparel goods under the tariff preference levels. ISPA’s comments focus on improving access to the preferential terms of the USMCA for companies that import textiles from Canada and Mexico for the purpose of manufacturing mattresses in the United States.
