Governor Newsom Signs Climate Reporting, PFAS and Textile Recycling Legislation in California
Governor Newsom signed three notable bills that ISPA has reported on. The final day for Governor Newsom to sign or veto legislation was September 30, 2024.
CA AB 347, which outlines enforcement provisions for the state’s existing laws restricting PFAS in certain consumer products (including juvenile products, textile articles and food packaging) was signed by Governor Newsom on September 29th. As ISPA previously reported in September and June, this legislation authorizes California’s Department of Toxic Substances Control (DTSC) to enforce the state’s existing PFAS bans. ISPA opposed this legislation in collaboration with a coalition of allied trade associations and will keep you up to date throughout DTSC’s regulatory process to implement this law.
CA SB 219, which amends California’s Climate Corporate Data Accountability Act (CA SB 253) and Climate‑Related Financial Risk Act (CA SB 261) was signed by Governor Newsom on September 27th. As ISPA previously reported, SB 219 delays the date CARB must adopt regulations 6 months until July 1, 2025 but does not delay the date companies must report their scope 1 and 2 emissions. This law makes other slight amendments to SB 253 and 261, including deleting a provision to require a reporting entity remit a fee to CARB upon filing its emissions or climate risk disclosure.
CA SB 707 which establishes manufacturer-funded recycling program for textiles (including apparel and textile articles), was signed by Governor Newsom on September 27th. Pursuant to ISPA’s request, the bill excludes materials covered under MRC’s California mattress recycling program, which includes mattresses, foundations and futons.
