Critical Amendment Made to New York Fiberglass Labeling Bill
As ISPA previously reported, multiple bills to restrict the use of fiberglass in mattresses are under consideration in the New York State Legislature. In March, NY S.7821A, which prohibits the sale of mattresses, children’s products, and upholstered furniture containing fiberglass unless they contain a prominent warning label, passed a floor vote in the New York State Senate (60-1). ISPA does not support this legislation as it lacks a definition of “textile fiberglass” and creates an inconsistent regulatory landscape for mattress manufacturers. Separate legislation, NY A.8537 and NY S.8702, would ban the sale of mattresses, children’s products, and upholstered furniture containing textile fiberglass effective July 1, 2027.
Due to ISPA’s persistent engagement NY A. 7912C (the assembly companion to S.7921A) was amended to include a definition of textile fiberglass consistent with CA AB 1059. ISPA requested this amendment to encourage a consistent regulatory landscape for mattress manufacturers and component suppliers. A. 8357 and S. 8702 both contain a definition of textile fiberglass consistent with CA AB 1059.
